A methodology is a set of methods, principles, and rules for engaging in an inquiry -- such as the inquiry of understanding and designing a strategic management process for a business organization. A methodology comes with its own discipline - knowledge, axioms, principles, understanding, and constructs - and an approach for applying that discipline to a given situation - like a business organization's strategic management competency development.
